In 2005, the Russian Football Union (RFU) approved the introduction of a foreigner limit in the Russian Premier League. The limit was approved after a long period of poor performances by the Russian national teams, and the failure to qualify for the 2006 World Cup in Germany was the straw that broke the camel’s back.
